I have the honour to inform you that I have just received a letter from the Commander of the Jhampoa Martial Law Special Area stating that the General Staff Department have received orders to impose mathial law, The places Niu Shan, Yu Chu, Sha Lu, Whampoa, Hain Chau, Hain Tsao and Kuan Shan have been demarcated as a martial law area, and on 9th instant notice was given that the martial law re- gulations were to be enforced; and the officers concerned have already been informed accordingly. Now, during the period of martial law, no Chinese or foreign ship whatever may enter the martial law limits before 6 a.m. or after 7 p.m. If the ship has been despatched by this army, or should be engaged on some other urgent business, notice must be given in advance to the General Staff Department that the ship will have to pass through the martial law area within the time when the movement of shipping is prohibited, and a permit must be obtained from this Depart- ment, after which the ship may proceed: otherwise, if the ship should suffer any harm, it will only have itself to blane.
The Department therefore requested this Ministry
to to take note and/order Chinese and foreign shipping firms alike to take action accordingly. Please inform British shipping firms in the interests of friendly relations.
